Please break the PDF of mock ups and comments into its constituent pieces and post each suggestion as an enhancement on the TDF Bugzilla. Fine to make it ux-advise, or use UI component.
That way folks can see each proposal and comment/discus merits of each independently.
p.s. I've uploaded your PDFmockup.pdf to Nabble hosting for those folks who prefer not use Drop Box. Then, as you open enhancment requests in TDF Bugzilla, upload your mockup and annotations for each item there.
I think you should submit bug reports for ruler design and the color
toolbar (i've seem similar bars in inkscape and corel draw). About your
color toolbar, have you tried the View > Toolbars > Color Bar.

Empathize with the devs, they need realizable portions not the 'big picture.
Usually just the bug is reported.
About your proposal I'd suggest to join the Wednesday meeting or to present
your ideas in a separate design session. On the first glance - sorry, way to
perfect weather here - I didn't grasp the problem that your idea solves.
A bug report is intended to handle a single problem or enhancement, so
its not encouraged to have a large proposal in a single bug report,
which is why i keep my proposals in google docs and submit individual
bug reports for each part of it.
